A supplier holding OEM authorisations at one crore of turnover can compete for more of the market than one at five crore without them. Every portal shows you more tenders; none tells you which parameters in a 60-page document decide whether you qualify at all. Tender Matcher reads the whole document — thresholds, certifications, specification breadth — and answers the question that matters before you commit an EMD: can we qualify for this?
The published research covers closed tenders (04 Dec 2023 – 08 Sep 2026) — it is a study of how tenders get written, not a live tender feed. The software works on live tenders, and so do we when you get in touch.
Financial thresholds are set centrally and sit under a platform ceiling. Technical specifications are drafted by the requisitioning department under no equivalent constraint. We parsed 1,50,086 attached documents from closed tenders to measure how each parameter is applied, and how much it varies between buyers.
An AI engine for sales and pre-sales teams responding to RFPs, RFIs and GeM tenders — now with qualification screening built into the workflow rather than bolted on at the end.
Upload the document and ask it anything — EMD, deadline, eligibility, scope. Answers come from the document text, with the clause they came from.
Eight standing checks run on every tender before you commit: OEM authorisation, sample requirement, non-catalogue categorisation, turnover threshold against the category range, proprietary article certificate, specification breadth, document readability, and how many parameters apply at once.
Clauses matched against your product datasheets, so the response starts from what you actually sell.
Upload the bid compliance annexure; get it back with response mode and justification drafted, ready to edit and send.
Graph plus LLM over Neo4j, fully offline. No API keys, no per-token charges, no tender document leaving your network.
Formatted PDF and Excel outputs. Per-user isolation and email-based login.
Procure-to-pay is where revenue is won or quietly lost. A missed deadline costs you one tender; bidding for six months into categories you were structurally excluded from costs you a year.
The expensive failure is not the bid you lose on price. It is the bid you were never eligible for, discovered on page 41, after the pre-sales effort was already spent. That is the failure this product exists to prevent — and the reason the restriction checks run before the work starts, not after.
Ten observations on which parameters determine supplier access in Indian public tenders, each clickable through to the tenders behind it.
