The published research analyses documents from the Government e-Marketplace (GeM) for tenders that have already closed. The coverage window is stated on the insights page.
This site is not:
Deadlines, eligibility conditions and specifications shown here are historical records of what a document said when it was published. They may have been amended by corrigendum, and the tender has in any case closed. Always work from the current document on the GeM portal.
The Tender Matcher software, operated separately by a user on their own machine, can process live tender documents that the user supplies. That is distinct from the research published on this website.
Figures, scores, classifications and the Supplier Access Benchmark are generated by software: text is extracted from PDF documents mechanically and interpreted using pattern rules. No human reviews each tender individually. Known limitations — including that roughly a third of attached specifications are unreadable scans, and that pattern rules produce some false matches — are set out in section 10 of the Content Usage & Fair Use Policy and on the insights page itself.
We make no warranty that any figure is accurate, complete or current. The material is provided "as is". You must verify anything you intend to rely on against the original tender document.
Nothing on this site, in any downloadable material, in correspondence, or in a coaching session constitutes legal advice, financial advice, investment advice, procurement advice or a professional opinion. We are not your lawyers, accountants or advisors, and no professional relationship of that kind is created.
You remain solely responsible for your bidding decisions, for your compliance with tender conditions and applicable law, and for verifying every requirement against the official document. No outcome is promised. We do not guarantee that you will win any tender, become eligible for any tender, or obtain any commercial result.
Our analysis describes what tender documents say. It does not describe the motives of any buyer, official or organisation, and it is not an allegation of wrongdoing against anyone. Many restrictions we identify are entirely legitimate — naming an original manufacturer for a spare part, for example, is frequently sound engineering rather than exclusion.
You must not present our material as a finding of impropriety, an audit conclusion, or evidence of misconduct. If you quote our figures, quote the accompanying limitations with them.

The analysis, written commentary, scoring methodology, software and site design are ours. Underlying tender documents are public records issued by government buyers and remain theirs; we claim no ownership of them. Third-party product and company names are the trademarks of their respective owners and are used for identification only — see section 9 of the Content Usage & Fair Use Policy.

Where we agree to a coaching or working session, its scope, fee (if any) and duration will be agreed in writing beforehand. Sessions are general guidance drawn from patterns in published documents, subject to section 4 above. Either party may decline or end an engagement. We may refuse an engagement without giving reasons, including where we believe the request is to support an accusation we cannot substantiate.
To the fullest extent permitted by law, we are not liable for any indirect, incidental, special or consequential loss, nor for loss of profit, revenue, contracts, goodwill or anticipated savings, arising from your use of this site or its material — including a bid not submitted, a bid unsuccessfully submitted, an earnest money deposit forfeited, or a decision taken in reliance on a figure published here.
Where liability cannot lawfully be excluded, our total aggregate liability is limited to the fee you have paid us for the specific engagement giving rise to the claim, or INR 1,000 where no fee was paid.
Nothing here excludes liability for fraud or for anything else that cannot be excluded under Indian law.
The site links to external sites, including the GeM portal, and loads web fonts from Google Fonts and a visitor counter from FlagCounter. We do not control those services and are not responsible for their content or their practices. See the Privacy Notice for what this means for your data.
The site is provided without any guarantee of availability and may change or be withdrawn at any time. We may amend these terms; the "last updated" date above will change and the amended terms apply from the date they are posted. These terms are governed by the laws of the Republic of India. Any dispute is subject to the exclusive jurisdiction of the courts at Rourkela, Odisha, India.
