Tender Matcher is a semantic matching tool that helps users identify relevant software products based on the content of tender documents. Users upload tender files, and the system compares them against publicly available product data from vendors such as ServiceNow, Oracle, IBM, and others.
Product information is collected from publicly accessible sources, including datasheets, whitepapers, and documentation pages. No OEM content is republished or publicly exposed. Product information is indexed for internal reference to support matching and relevance scoring.
All product documents remain the intellectual property of their respective owners. Tender Matcher does not alter, rehost, or distribute original files. Our use is limited to informational and matching purposes under fair use and transformative indexing.

The figures, scores and classifications published on this site — including the TenderIQ insights pages and the Supplier Access Benchmark — are generated by software. Text is extracted from tender PDFs mechanically and interpreted using pattern rules. No human reviews each tender individually.

Accordingly: the published figures are a well-tested estimate, not a certified record. They should not be treated as an audit finding, a legal conclusion, or evidence of wrongdoing by any buyer. Naming an original manufacturer for a spare part, for example, is frequently legitimate engineering rather than exclusion. The analysis published on this site covers Government e-Marketplace (GeM) tenders that have already closed. The coverage window is stated on the insights page and is refreshed whenever the dataset is rebuilt. As at the date of this policy, no tender in the published dataset is still open for bidding.
This site is not a tender discovery service, alert service, or live feed, and should not be used as one. Deadlines, eligibility conditions and specifications shown here are historical records of what a tender said at the time it was published. Always work from the current document on the GeM portal.
The Tender Matcher software itself does operate on live tender documents supplied by the user; that is a separate matter from the research published on this website.
Where we offer a coaching or working session, it is general guidance drawn from patterns observed in published tender documents.
